Tamil Nadu Teachers Recruitment Board conducted Teacher Eligibility Test (TET) for Paper I and Paper-II on 12-07-2012. 2, 88,588 candidates wrote exam for Paper-I and 3, 88,175 candidates wrote exam for Paper-II. Raising concerns about the poor calibre of teachers in taking competitive tests, less than 1% of candidates who sat for the Tamil Nadu Teacher Eligibility Test on July 12 passed. Candidates attributed the poor result to the lack of time to complete the exam. The low pass percentage in the TET has forced the TRB to conduct a supplementary test on October 3 2012, which will be declared a holiday for schools. The duration of the examination will be increased from one-and-half hours to three hours. The results are expected to be out before the end of October.

The Right to Free and Compulsory Education (RTE) Act mandates that all teachers of Classes 1 to 8 and those aspiring to become teachers clear the test to ensure quality education for students.

TNPSC plans to go hi-tech to plug loopholes: Encrypted, computer-based question paper system coming

Stung by the question paper leak that led to the cancellation of the Group-II Services examination, the Tamil Nadu Public Service Commission (TNPSC) has decided to introduce encrypted and computer-based question paper system. The move is expected to do away with manually printed question papers in a phased manner. Tenders would be floated shortly to finalise the company that specialises in the concept of online/system-based question papers, TNPSC sources said on Wednesday. To start with, the commission would employ cloud technology and load encrypted question papers that can be accessed by examination centres a couple of hours before the scheduled examination. Question papers would be printed on-the-site and given to the candidates. “This will be a fail-safe system which we will be introducing in one of the examinations shortly. The encrypted question papers would be uploaded a couple of hours ahead of the examination and all centres will have a printing mechanism,” TNPSC Chairman R. Nataraj told ‘The Hindu’ on Wednesday. He said the commission also had plans to introduce online question paper system. Though the technology was available, the availability of resources had to be assessed considering the large number of candidates appearing for TNPSC examinations. In another development, the TNPSC would introduce computer-based tests to a select few examinations. ஆசிரியர் தகுதித்தேர்வு உணர்த்தும் உண்மைகள் - தினமணி

   அண்மையில் நடத்தப்பட்ட ஆசிரியர் தகுதித்தேர்வில் சுமார் 2,000 பேர் மட்டுமே தேர்ச்சி பெற்றுள்ள நிலையின் மூலம் சில கற்பிதங்களையும், சில உண்மைகளையும், எதிர்காலத்தில் இத்தேர்வில் செய்யவேண்டிய மாற்றங்களையும் நாம் புரிந்து கொள்ள வேண்டும்.இரண்டாயிரம் பேரைத் தவிர, தேர்ச்சி பெற முடியாமல்போன அனைவருமே "தகுதியற்றவர்கள்' என நாம் ஒட்டுமொத்தமாகக் கருதிவிட முடியாது. முதலில், தேர்வு அறிவிக்கப்பட்ட நாளுக்கும் தேர்வு நடைபெற்ற நாளுக்கும் இடையில் போதிய கால அவகாசம் இல்லை. பெரும்பாலானோர் இந்தத் தேர்வு நடத்தப்படுமா என்ற சந்தேகத்திலேயே இருந்தனர்.

  தகுதித் தேர்வுக்காகக் கொடுக்கப்பட்ட பாடத்திட்டத்தின் அளவிற்கேற்ப அதற்குத் தயார்படுத்திக் கொள்வதற்கு அவகாசம் இல்லை.

  முதுநிலைப் பட்டம் பெற்றவர்கள் ஒரே காலகட்டத்தில் போட்டித் தேர்வையும், தகுதித் தேர்வையும் (டிஇடி) எழுதும் நிலைக்குத் தள்ளப்பட்டனர்.

   இரண்டிற்குமான கால அவகாசம் பெரும்பாலானோர் கேட்டுக் கொண்ட பின்னரே (அதுவும் போட்டித்தேர்வு முடிந்த பிறகு) சற்று நீட்டிக்கப்பட்டாலும் அது போதாது என்பதே பலரது கருத்து.

   இரண்டிற்குமான தேர்வு பாடத்திட்டம் முற்றிலும் வேறுபட்டதாக இருந்தது. அதனால் இரு தேர்வுகளையும் எழுத வேண்டிய நிலையில் இருந்தவர்கள் எந்தத் தேர்வுக்கு முக்கியத்துவம் கொடுத்து படிப்பது என்று முடிவெடுப்பதே பெரும் சவாலாக இருந்தது.

   சமூகப்பொறுப்பு சார்ந்த ஆசிரியர் பணி நியமனத்தில் பதிவு மூப்பா, தேர்வு முறையா என்பதில் ஒவ்வொரு ஆட்சிக் காலத்திலும் ஒவ்வொரு முடிவு எடுக்கப்பட்டு வருவதால், தேர்வுக்குத் தயாரான மன நிலையில் பெரும்பாலோர் இல்லை. பலர் பல்வேறு பயிற்சி நிறுவனங்களை நம்பி ஏமாந்தனர்.

   கடந்த காலங்களில் ஏராளமான கல்வியியல் கல்லூரிகளுக்கு அனுமதி அளித்துவிட்டு அவை எந்த அளவுக்குத் தரமான கல்வியைத் தந்தன எனக் கண்காணிக்காமல் விட்டதன் நிலைதான் தகுதித் தேர்வு என்ற ஒரு தேர்வை நடத்த வேண்டிய நிலைக்குக் கொண்டு சென்றுள்ளது.

   பல தேர்வுக் கூடங்களில் தேர்வு நேரம் தொடங்கிய பிறகு நேர மேலாண்மையைப் பாதிக்கும் வகையில் தேர்வர்களிடம் கையொப்பம் வாங்குவது, தேர்வர்களின் சிந்தனையைத் திசை திருப்பும் வகையில் தேர்வு நேரம் தொடங்கிய சில நிமிடங்களுக்கும் முடிவதற்கு சில நிமிடங்கள் முன்னதாகவும் தொடர்ந்து ஒலி பெருக்கியில் அறிவிப்புகளைக் கொடுத்துக் கொண்டே இருந்தது போன்ற நிகழ்வுகளும் நடந்ததால் சில வினாக்களைத் தவற விட்டோம் என்றும் சிலர் தெரிவித்தனர்.

   தேர்வுக்கான வினாக்கள் பெரும்பாலும் பாடங்களின் ஆழமான நிலைக்குச் சென்று அதிலிருந்து கேட்கப்பட்டிருந்தன. ஆனால், ஆசிரியர் தேர்வாணைய அதிகாரிகள் பங்கேற்ற ஒரு டி.வி. நிகழ்ச்சியில், "ஆசிரியராக வரக்கூடிய ஒருவருக்கு அடிப்படையாக சில தகுதிகள் இருக்கிறதா என்பதைச் சோதிக்கும் வகையிலேயே மேலோட்டமாக, சாதாரணமாகத்தான் வினாக்கள் இருக்கும். பெரிதாகப் பயந்துகொண்டு இருக்க வேண்டியதில்லை' என்று கூறினார்கள்.

   ஆசிரியருக்கான தகுதியைச் சோதிக்கும் வகையிலான தேர்வில் வினாக்களும் அவர்கள் தகுதியைச் சோதிக்கும் வகையில் பொதுப்படையாக அமைக்கப்பட வேண்டும். அதன் மூலம் அவர் மாணவர்களை எவ்வாறு வழிநடத்துவார், எப்படிப் பாடங்களைக் கற்பிப்பார், என்ன மாதிரியான உளவியலைப் பயன்படுத்துவார், எப்படிப்பட்ட பண்பு நலன்கள் ஆசிரியரிடம் இருக்க வேண்டும் என்பன போன்றவற்றை அறிகின்ற வகையில் வினாக்கள் அமைக்கப்பட்டால்தான், அதைத் தகுதித் தேர்வு என அழைக்க முடியும்.

   மாறாக போட்டித் தேர்வுகளுக்குக் கேட்கப்படுவது போன்றே ஒரு பாடத்தைப் படித்து நினைவில் நிறுத்தி, அதிலிருந்து கேட்கப்படும் கேள்விகளுக்கு ஒரு வார்த்தையில் பதிலளிப்பது போன்றே அமையுமானால் அதைப் போட்டித்தேர்வு என்றே அழைத்து விடலாம்.

   ஆசிரியர் பணிக்கான படிப்புகளை சில ஆண்டுகளுக்கு முன்னரே படித்து முடித்துவிட்டு, பணி கிடைக்கும் வரை வேறு வேலைகள் செய்து கொண்டிருக்கும் நிலையிலும், பாடங்களுடன் சற்று தொடர்பு விடுபட்டிருக்கும் நிலையிலும் உள்ளவர்களுக்கு இதுபோன்ற கேள்விகளுக்கு தேர்வுக்கான போதிய கால அவகாசம் இல்லாத நிலையில் உடனடியாகப் பதிலளிக்க முடியாது.

   கல்வியியல் கல்லூரிகளில் பள்ளிகளில் உள்ள பாடங்கள் சொல்லித் தரப்படுவதில்லை. கற்பித்தல் முறைகள், உளவியல் முறைகள், மாணவர்களைக் கையாளும் முறைகள், ஆசிரியருக்கான தகுதிகள் போன்ற வகையிலான பாடத் திட்டங்களே அமைக்கப்பட்டுள்ளன.

   ஆகையால் தகுதித்தேர்வுக்கான வினாக்களும் ஆசிரியரின் பண்பு நலன்களை, தகுதியை வெளிக் கொண்டுவரும் வகையிலும், கூடவே பாடம் சார்ந்த வினாக்களும் இடம்பெறும் வகையில் அமைக்கப்பட வேண்டும். தேவைப்பட்டால் விரிவாக விடையளிக்கும் அமைப்பில்கூட வினாக்களை அமைக்கலாம்

    பிளஸ் 1, பிளஸ் 2 மாணவ, மாணவிகள் கல்வித் உதவித்தொகை பெற ஆன்லைனில் விண்ணப்பிக்கும் புதிய திட்டம் அறிமுகம் செய்யப்பட்டுள்ளது.

அனைத்து பள்ளிகளும் இணையதளம் மூலமே ஆன்லைனில் உதவித் தொகைக்கு வி்ண்ணப்பிக்கும் புதிய திட்டம் தமிழகத்தில் அறிமுகம் செய்யப்பட்டுள்ளது. முதல் கட்டமாக இந்த திட்டம் திருவாரூர், கிருஷ்ணகிரி, பெரம்பலூர், அரியலூ், கோவை ஆகிய 5 மாவட்டங்களில் ரூ.12.58 கோடி மதிப்பீ்ட்டில் செயல்படுத்தப்பட்டுள்ளது. 

   அடுத்த கட்டமாக தமிழகத்தின் அனைத்து மாவட்டங்களிலும் இந்த திட்டம் விரிவுப்படுத்தப்பட உள்ளது. இது தொடர்பாக நெல்லையில் உயர் நிலை, மேல்நிலை பள்ளி தலைமை ஆசிரியர்களுக்கு பயிற்சி அளிக்கப்பட்டது.

   இதற்கு முன்பு உதவித் தொகை கேட்டு விண்ணப்பிக்கும் மாணவர்கள் தங்கள் விண்ணப்பம் ஏற்று கொள்ளப்பட்டதா, பணம் பட்டுவாடா செய்யப்பட்டதா என்பதை அறிந்து கொள்ள முடியாது. பள்ளிகளிலும் கேட்டுத் தெரிந்து கொள்ள முடியாத நிலை இருந்தது. 

 

   இந்த புதிய திட்டத்தின் மூலம் ஒவ்வொரு மாணவருக்கும் பிரத்யேக 19 இலக்க எண் வழங்கபட உள்ளது. இந்த 19 இலக்க எண்ணை பதிவு செய்து மாணவர்கள் விண்ணப்பத்தை ஆன்லைன் மூலம் பூர்த்தி செய்து சமர்பிக்கலாம். 

    இதன் மூலம் சம்பந்தப்பட்ட மாணவரே விண்ணப்பத்தின் நிலவரம், உதவித் தொகையின் நிலவரம் ஆகியவற்றை பிரத்யேக எண் மூலம் அறிந்து கொள்ள முடியும். இந்த புதிய திட்டம் அனைத்து மாவட்டங்களிலும் டிசம்பர் மாதம் அமலுக்கு வந்துவிடும் என்று கூறப்படுகிறது.
